Maung Weik

He is a well-known businessman in Myanmar and a chairman of the Sae Paing Development limited and Mandalay Business Capital City Development(MBCCD).

Bio

Maung Weik was born to a Buddhist family on 11.1.1973 in Pathein. His father, U Maung Maung Lwin (passed away in 2002), is from Pathein and his mother, Daw Khin Nyo, is from Kyone MaNgay. Both are from the Irrawaddy Division of Myanmar. Maung Weik is the youngest of three siblings. His oldest brother is U Zaw Zaw (passed away in 2009) and the older sister is Daw Lwin Hnin Hnin. He was raised and grew up in Yangon together with his other siblings. Maung Weik went to primary school and high school at B.E.M.S (5) Dagon & B.E.H.S (1) Dagon in Yangon. In 1995, he graduated from Yangon University with a science degree in Geology.

Maung Weik plays golf and he used to be a state player. He represented Myanmar in many international golf tournaments as a member of national golf team during 1991 to 1993. From 2014 to January 2021, he was living in Sanchaung Township, Yangon, with his 76 years old mother.

In 1994, Maung Weik and Family Co., Ltd was established as a family-owned business to do general trading including import-export of construction materials, pulses and fishery products. He also started the construction business at about the same time. Every year during 2002/2003 and 2003/2004, his company consecutively received the “Best Exporter of Myanmar Award” from the Ministry of Commerce for outstanding business performance. In 1998-1999 Maung Weik donated 500 million kyats (equivalent to 3.5 million USD) including 30 visses of gold (~50 kilograms) for Shwedagon Pagoda renovation work.

In 2003, Maung Weik married Daw Yin Min Thi, a daughter of Major Thiha, a retired navy commander, and Daw Tin Tin Win, a former schoolteacher. But their marriage was not successful and filed for divorce in 2007. Daw Yin Min Thi is the oldest of three siblings in the family, and she runs a jewellery store called “Emerald Boutique House” in Yangon. Some media incorrectly reported that she is the niece of General Myint Swe (former Vice President). She is not related to General Myint Swe at all. In response to these incorrect media reports, DawYin Min Thi once posted on her Facebook page explaining that her grandfather from her father’s side, U Maung Maung Gyi, was an NLD party member, and the grandfather from her mother’s side, U Tin Aye, was a member of Ti Myael Pha-Sa-Pal-La Party which is also known as AFPFL Party in the 1950s.

In May 2008, Maung Weik was arrested at Kyeik Lat, a town in the IrrawaDeltaelta region, while he was actively donating and participating in rehabilitation works at Cyclone Nargis hard hit the area. He was taken to court and sentenced to a total of 18 years in prison for drug use, encouraging others to use drugs, and failure to register/report family guests’ information for overnight stay at home. After serving 5 years and 6 months in prison, he was then released unconditionally on January 3rd, 2014. During the trial in court in 2008, some media reported that Maung Weik was distributing the drugs imported from Malaysia to family members of government officials, actors, actresses and celebrities. These media reports were not fact-based as they relied on the rumours flying around that time. Because no such single evidence or a proven record could have been shown to the court for assessment. Prosecutors ignored the drug-clear medical records, and testimonies and sentenced him. Lawyers and narcotic doctors who appeared in the court witnessed it and showed sympathy to him.

In 2017, some media mentioned that Maung Weik gave Chief Minister U Phyo Min Thein a Patek Philippe watch which has a market value of ~USD100k as a gift. Immediately after this, Maung Weik held a press conference at Novotel Hotel, Yangon and denied the accusation publicly. At the press conference, he also described his arrest and imprisonment in 2008 as a “MURDER WITHOUT A DEATH”. He further clarified that he was arrested from the town of Kyike Lat in the Irrawaddy Delta region while actively participating in rehabilitation works, and NOT from Lanmadaw police station in Yangon as reported in state-controlled media at that time. He also mentioned that the trial took place in a special court in Insein prison where the hearings were not open to the public.

Following his release from prison in 2014, Maung Weik, under the name of Sae Paing Development Limited, claimed for construction projects which were seized during his imprisonment, and he again works actively on new projects since. Sae Paing Development Limited’s office is located on Parami Road, Hlaing Township, Yangon. In 2016, Maung Weik’s Mandalay Business Capital City Development Limited (MBCCD) started implementing the 2,500 acres Amarapua Urban Development Project in Mandalay City. The MBCCD is based in Mandalay, Myo Pat Road, Amarapura Township.

Under the NLD government, he made active contributions and donations including, Hta Wara Nyein Chan Yay Pagoda in Naypyidaw, Rakhine State rehabilitation work and prevention controlling of Covid-19 disease. He was the first businessman detained in February 2021 and is still under custody now. On 17 March 2021, two state own television channels, MRTV and MWD, broadcasted a pre-recorded video about allegations of his donations made to Daw Aung San Suu Kyi for Daw Khin Kyi Foundation. In February 2022, Maung Weik testified in court for donating for the treatment of leukaemia of arrested NLD Deputy Leader Dr Zaw Mint Maung, Mandalay Region Chief Minister and for funding NLD party candidates through the mayor of Naypyidaw Dr Myo Aung for the 2020 election. He is also facing charges for donating NLD T-shirts to former minister U Min Thu. Maung Weik is yet to face a few more trials in his relationship with NLD.
